Horsford Raises Market Manipulation and Insider Trading Concerns and Pushes Immediate Refunds for American Families

WASHINGTON D.C. – Congressman Steven Horsford (NV-04) today pressed U.S. Trade Representative Jamieson Greer at the Ways and Means Committee nearly a year since his last public hearing demanding answers on potential market manipulation and insider trading within the Donald Trump’s Administration, that raises serious questions about market manipulation and potential insider trading including market-moving tariff decisions, well-timed trades, and refunds still owed to American families after tariffs the Supreme Court has ruled illegal.

“18 minutes before last year’s tariff pause announcement, traders placed enormous bets that the market would surge. And 47 minutes before the President’s announcement on Iran negotiations, someone shorted the oil market by hundreds of millions of dollars.” Rep. Horsford explained. “That is not coincidence. That is a pattern. And the only people with access to that information ahead of time are inside this Administration.”

Congressman Horsford pointed to a broader trend in which tariff announcements and sudden reversals repeatedly moved markets, raising concerns about who may have had advance knowledge and the ability to profit.

“Ambassador Greer sat in that chair one year ago and said directly, ‘No, this is not market manipulation.’ But the truth is, there is now a clear pattern: tariffs are announced, markets move, a sudden reversal follows, and then the tariffs resume, over and over again.” Rep. Horsford said. “Working families are left dealing with higher costs, while those with inside access may be cashing in. At minimum, this demands an investigation.”

Congressman Horsford emphasized that tariffs imposed under the International Emergency Economic Powers Act (IEEPA) functioned as a hidden tax on consumers driving up prices on everyday goods while the Supreme Court has since ruled those tariffs illegal.

“If families paid these tariffs at the checkout line, they deserve their money back plain and simple,” Rep. Horsford said.

To deliver direct relief, Congressman Horsford introduced the RELIEF Act, which would automatically refund within 90 days, no application required, no red tape, and bureaucratic hurdles.

Earlier this year, Congressman Horsford led 131 Democrats demanding transparency around the Administration’s “Liberation Day” raising concerns that someone may have benefited from advance knowledge of poly decisions. That letter is available here.

He also challenged the Administration’s claims about trade “deals,” noting that real agreements must be submitted to Congress.

“If these were real trade deals, Congress would have seen them,” Rep. Horsford said. “What this Administration calls ‘deals’ are temporary, unenforceable, and one social media post away from disappearing. The American people deserve transparency, accountability and their money back.”

Nevada Congressman confronts HHS Secretary over broken promises, rising costs, and the real families paying the price

WASHINGTON, D.C. – Congressman Steven Horsford (NV-04) pressed Health and Human Services Secretary Robert F. Kennedy Jr. during a House Ways and Means Committee hearing today, demanding answers on how the administration can promote a “Make America Healthy Again” agenda while advancing policies that cut critical health care programs.”

Horsford highlighted the reality facing Nevada families, who are facing rising costs, threats to Medicaid, and the looming expiration of Affordable Care Act tax credits – all made worse by the “One Big Beautiful Bill.”

“President Trump and Congressional Republicans can try to rebrand the One Big Beautiful Bill but Nevadans are not buying it, because they are living it,” said Rep. Horsford. “At today’s hearing, Secretary Kennedy talked about ‘Making America Healthy Again,’ but cutting a trillion dollars from health care, driving up costs, and leaving families behind. Horsford Votes for War Powers Resolution on Unauthorized Military Action in Iran

WASHINGTON D.C.- Congressman Steven Horsford (NV-04) yesterday voted in favor of H. Con. Res. 38, a bipartisan War Powers Resolution requiring congressional approval before the United States enters further military conflict with Iran. This vote comes after President Donald Trump escalated military action in Iran without seeking authorization from Congress.

“This resolution comes down to one thing: the People’s consent,” said Rep. Horsford. “The President chose to bypass the Constitution and launch an unauthorized military action. This is more than ignoring congressional authority – it is disregarding both the U.S. Constitution and the American public, who refuse to be dragged into another unnecessary and endless conflict.”

“Six American servicemembers have lost their lives and their families are already paying the price and many more have been wounded.” Rep. Horsford continued, “These are real people who have sacrificed everything for this country they deserve more than uncertainty.  If we are asking our troops to risk their lives, the country deserves to know the mission, the cost, and how it ends. Horsford Calls for DHS Secretary Kristi Noem’s Removal and Signs Articles of Impeachment

NORTH LAS VEGAS – Congressman Steven Horsford (NV-04) today called for President Trump to fire Secretary of the Department of Homeland Security (DHS), Ms. Kristi Noem, and announced that he has signed articles of impeachment against her.

“Since her confirmation, Secretary Noem has turned the Department of Homeland Security into a symbol of unchecked power and cruelty,” said Rep. Horsford. “Under her leadership, Immigration and Customs Enforcement (ICE) has been transformed into a secret police force that operates with impunity – terrorizing communities and trampling constitutional rights across the country. Whether through incompetence or complicity, Secretary Noem has allowed lawless abuses to flourish and, as we have seen this past month in Minneapolis, the consequences have been deadly.”

“President Trump became a household name with the catchphrase, “You’re Fired;” it is time he says it to Secretary Noem,” Rep. Horsford continued. “Failing to act now makes him further complicit in her incompetence and malfeasance.”

Rep. Horsford added, “I have also signed onto articles of impeachment, which the House of Representatives must advance should the President continue to act against the public interest. Secretary Noem has not only shielded a culture of brutality and obstruction from oversight but has also violated the public trust by misusing taxpayer funds for self‑promotion and political patronage. I fully support a transparent investigation into the abuses committed on her watch, including those raised by the House Homeland Security Committee.”

The U.S. Constitution grants the House of Representatives the sole power of impeachment. H. Res. 996, Impeaching Kristi Lynn Arnold Noem, Secretary of Homeland Security, for high crimes and misdemeanors, includes three articles of impeachment:

  • Obstruction of Congress: Secretary Noem violated her constitutional oath by refusing to comply with federal law prohibiting the Department of Homeland Security from blocking Members of Congress from entering DHS facilities used to detain undocumented immigrants.
  • Violation of Public Trust: Secretary Noem has repeatedly violated the Immigration and Nationality Act, as well as the First and Fourth Amendments of the United States Constitution. She has also undermined due process by directing ICE to conduct warrantless arrests and to use excessive force against U.S. citizens and lawfully present individuals. 
  • Self-Dealing: Secretary Noem misused her position for personal gain by improperly directing more than $200 million in taxpayer funds toward an ICE recruitment advertising campaign. She bypassed standard competitive bidding procedures to award a contract to Strategy Group, a firm formed just days before the award and run by the husband of a senior DHS official and personal associate of Secretary Noem.

Horsford To Vote Against ICE Funding Bill: Pledges to Protect Public Safety for All Nevadans

WASHINGTON D.C. – Congressman Steven Horsford (NV-04) today announced that he will vote against the Department of Homeland Security Appropriations Act, 2026, citing serious concerns about the Trump-Vance Administration’s ongoing mass deportation policies and the resulting pattern of violence. The proposal would dramatically expand Immigration and Customs Enforcement (ICE) footprint, increase new agent hires, and pour billions of dollars into detention capacity, vehicles, bonuses, and enforcement infrastructure. This expansion would effectively double ICE’s size without adequate safeguards or accountability.

“As the Representative of Nevada’s Fourth Congressional District, I have the responsibility to protect national security and the safety of my community that I love and serve,” said Rep. Horsford. “But national security without oversight or abidance to the rule of law and our civil liberties is not real security. You cannot justify massive funding increases without accountability for how that power is exercised. Agencies like ICE and Customs and Border Protection (CBP) have historically played an important role in our immigration ecosystem, yet most recently these agencies are putting our neighbor at risk and undermining public trust in law enforcement. Since the start of the Trump-Vance Administration, their actions have increasingly eroded the public trust and safety they claim to uphold. The American people deserve security and justice.”

Rep. Horsford continued: “Masked agents operating without transparency are terrorizing communities throughout the country, escalating confrontations, and putting innocent people at risk. These tactics do not make us safer; they breed fear, chaos, and mistrust in government at every level. No one should live in fear of crossing the street, dropping their children off at school, going to the doctor, or living their daily lives.”

While Congressman Horsford supports the dedicated and hard work of the public servants at the Transportation Security Administration, the Federal Emergency Management Agency, and other agencies throughout the Department, this bill enables a system with too little oversight and too much unchecked power.

“That is why I cannot, in good conscience, support this funding bill. True national security requires accountability – and until these guardrails are put in place – I cannot in good conscious vote yes.” Rep. Horsford added.

Despite the massive expansion of enforcement authority, Republicans refused to include common-sense safeguards, including:

  • Requiring ICE agents to obtain judicial warrants before making arrests
  • Mandating the use of body-worn cameras during enforcement operations
  • Prohibiting masks or face coverings during routine enforcement
  • Establishing clear, enforceable use-of-force standards
  • Explicitly banning the detention or deportation of U.S. citizens

Congressman Horsford has consistently called for accountability and oversight of immigration enforcement, including:

LAS VEGAS, NV – Congressman Steven Horsford (NV-04) today released the following statement about the Trump Administration’s unauthorized military strike overnight against Venezuela which deposed its leader, entangled the United States in nation-building once again, and appeared to be driven largely by access to Venezuela’s oil resources.

“Nevadans struggling through the Trump Slump get no relief from another reckless attempt at nation-building abroad,” Rep. Horsford said. “President Trump is occupying Venezuela for corporate oil profits while the American people are clamoring for affordability relief here at home.

“Only Congress can approve military force in an act of war – that’s why I led an effort calling for Congressional notification for ANY military action,” Rep. Horsford continued. “Oversight, transparency, and accountability are not just ‘nice-to-haves’ – they’re what the American people expect, what our service members in harm’s way deserve, and what our Constitution requires.

Horsford Steadfast in Demanding Affordable Health Care for Working Nevadans

WASHINGTON, D.C. – Congressman Steven Horsford (NV-04) today announced that he will vote against a temporary government funding proposal that failed to provide working families with any assurances about their future access to affordable health care.

The proposal, which was developed by Senate Republicans without a single House Democrat involved, would fund the government through January 30, 2026, in exchange for Senate Republicans agreeing to hold a vote on extending the health care tax credit that expires this year.

Extending the advanced premium tax credit is critical to protecting affordable health care, but the Senate Republican commitment to merely hold a vote without agreeing to support an extension leaves the outcome far from certain. Furthermore, Speaker Johnson has made no commitments to hold a vote in the House of Representatives on any tax credit extension that the Senate considers.

Rep. Horsford released the following statement:

“Simply holding a vote is not the same thing as voting for a policy,” Rep. Horsford said. “Given how hard Republicans have worked to undermine affordable health care, my constituents deserve more than vague commitments about procedural actions – they deserve to know their health care is secure.

“I opposed this shutdown from the start and have been in Washington every week to help bring about its end,” Rep. Horsford continued. “But I also oppose any proposal that fails my constituents after they’ve endured 43 days of this Republican failure to govern. Each passing day is another day federal employees go without pay, SNAP recipients go without food, the American people go without government services, and our economy suffers a self-inflicted wound. It’s time for Republicans to end their assault on health care, negotiate with Democrats in good faith, and put the American people first for a change.”

Rep. Horsford raised alarms early about Republican health care plans, devoting his annual address to the Nevada State Legislature on February 19, 2025 to the threat of Medicaid cuts as the Republican budget took shape.

Since then, he has worked with constituents, advocates, and lawmakers to elevate the real-world harm the cuts would inflict on Nevadans, and published an op-ed warning that Republicans were closer than ever to making the cuts a reality.

When the Republican “Big Beautiful” bill with health care cuts came up for consideration in the House Ways and Means Committee, Horsford offered an amendment to make the health care tax credit permanent.

Horsford: Pausing SNAP Despite Emergency Fund is a Choice

Lawmaker Urges Administration to Protect SNAP Recipients Immediately

WASHINGTON, D.C. – Congressman Steven Horsford (NV-04) today sent a letter to U.S. Department of Agriculture Secretary Brooke Rollins urging her to use the $6 billion contingency fund for the Supplemental Nutrition Assistance Program (SNAP) before benefits end on November 1st for more than 42 million vulnerable Americans.

“As we enter the holiday season, House Republicans are on their fifth week of a taxpayer-funded vacation and America’s largest food assistance program is about to shut down,” Rep. Horsford said. “Congress created the contingency fund to prevent this exact crisis – the administration’s ongoing refusal to use it contradicts Congressional intent and worsens food insecurity for half-a-million Nevadans who depend on SNAP. The politics of incompetence and cruelty must end. When Trump and Republicans control all branches of government, this isn’t merely an unfortunate series of events – this is their plan.”

Congress created the SNAP contingency fund to ensure operations could continue during lapses in appropriations. Both the Government Accountability Office and prior shutdown contingency plans – including one issued during President Trump’s previous administration – affirm that these funds are legally available to pay benefits during a lapse in appropriations.

Key letter excerpt:

A lapse in benefits would harm one in eight Americans – and in my home state of Nevada, one in six. Such a failure would not only endanger already hungry households but would also send shockwaves through entire communities. Yet, despite having both the clear statutory authority and the available funding to provide relief, your Department has chosen to withhold these critical benefits at the direction of President Trump. I am deeply concerned by your refusal to release the funds necessary to sustain SNAP beginning November 1, 2025.

The threat to SNAP comes as the program is already experiencing deep cuts as a result of the Republican’s “Big Beautiful” bill in July. Approximately 4 million people in a typical month will lose some or all of their SNAP food benefits once the GOP’s changes are fully implemented, according to the nonpartisan Congressional Budget Office (CBO).

On October 24th, Rep. Horsford led a letter to Governor Lombardo signed by his fellow Nevada Congressional Democrats, Reps. Titus (NV-01) and Lee (NV-03), urging he do everything within his power, including calling for a Special Session of the Legislature, to protect SNAP recipients.

Nevada’s Attorney General, Aaron Ford, has also pushed to protect SNAP recipients in the Silver State. Earlier this week, he joined 25 other Attorneys General in a lawsuit to force the Trump administration to use SNAP’s emergency fund.

Horsford on Inspecting Pahrump ICE Facility: Congressional Oversight is Never Optional

LAS VEGAS – Congressman Steven Horsford (NV-04) on Tuesday conducted Congressional oversight of the Nevada Southern Detention Center (NSDC), a privately-owned facility managed by CoreCivic under contract with U.S. Immigration and Customs Enforcement (ICE) in Pahrump, Nevada.

Horsford’s inspection came three weeks after he was denied entry to the same facility, and on the same day he sent a letter to the Chair and Ranking Member of the House Appropriations Subcommittee on Homeland Security requesting an investigation into the incident.

“The Constitution is clear, and so are our laws – Congressional oversight is never optional,” Rep. Horsford said. “I am concerned that the Department of Homeland Security neglected its obligations when I initially tried to visit this facility. Based on conversations I had with detainees today, I’m also concerned that DHC used the past three weeks to make improvements before I arrived.

“I spoke with nine detainees today, and what they shared with me is deeply concerning,” Horsford continued. “Medical treatment can take weeks; detainees do not have reliable access to immigration attorneys or resources; and many have been moved across state lines in the dead of night without advanced notice or understanding of where they were going.

“What I saw today underscores the importance of Congressional oversight,” Horsford added. “It speaks to why administration officials must honor our Constitution, and why Members of Congress must fight to protect our authority. That is why I requested an investigation from the House Appropriations Committee today, and I look forward to working with the Committee to uphold our laws and our Constitution.”

Alarming footage highlighted in Horsford’s letter shows the facility warden refusing entry to the lawmaker and his staff, and labeling them, “security risks”. On-site staff went so far as to call law enforcement on the Congressman.

Horsford’s letter asks, in part, for an investigation into the Department of Homeland Security’s noncompliance on his previous visit, and for the committee to, “consider appropriate corrective actions, including the potential conditioning of future appropriations to ensure full adherence to Congressional oversight obligations as outlined under federal law.”

By law, no Member of Congress is required to give advanced notice to inspect an ICE facility.  Every appropriations package since 2020 explicitly states that funds cannot be used to prevent a member of Congress “from entering, for the purpose of conducting oversight, any facility operated by or for the Department of Homeland Security used to detain or otherwise house aliens.”

Rep. Horsford Demands Accountability Against Trump’s Potential Market Manipulation

Congressman Steven Horsford and Congresswoman Terri Sewell, Ranking Member of the House Ways and Means Committee’s Subcommittee on Oversight, were joined by 131 Congressional Democrats in sending a letter today demanding accountability for the Trump Administration’s dramatic reversal of tariffs planned for 57 countries yesterday just hours after President Trump posted on social media that “THIS IS A GREAT TIME TO BUY!”

Trump’s decision to pause tariffs predictably led the U.S. stock market to rally significantly, raising the specter of market manipulation for anyone who invested in the market as a result of Trump’s message.

Horsford and Sewell’s letter, which is addressed to the President, the Office of the United States Trade Representative, the U.S. Department of Treasury, the U.S. Department of Commerce, and the Securities and Exchange Commission, requests key details within 15 days that would clarify if market manipulation was a factor, and provide insights into the planning involved in the policy reversal. Specifically, the letter requests:

  1. 1. A timeline of deliberations regarding the tariffs;
  2. 2. Any documentation or correspondence shared with the White House or Executive Office of the President regarding the timing of the tariffs, and a list of who was informed about tariff plan changes;
  3. 3. Any communications between the USTR and financial institutions, private investors, or public relations personnel in the 72 hours before and after the April 9th announcement;
  4. 4. A description of the role the Department of Commerce played in coordinating tariff policy;
  5. 5. A description of the role the Department of the Treasury played in the interagency process leading up to the April 9th delay announcement;
  6. 6. Information about any securities purchased or sold by the President, Chair of the SEC, or any Cabinet Member between when reciprocal tariffs were announced on April 2nd through April 10th – including a description, purchase price, and/or sale price of each security.

Notably, the pause came as his Trade Representative, Jamieson Greer, was in the midst of testimony to the House Ways & Means Committee in support of Trump’s tariffs. Greer had already spent four hours defending and promoting the tariffs when his staffer showed him Trump’s social media post reversing the policy. That moment of public humiliation led to a fiery exchange between Greer and Rep. Horsford about the president’s motives.
