Horsford Calls for DHS Secretary Kristi Noem’s Removal and Signs Articles of Impeachment

NORTH LAS VEGAS – Congressman Steven Horsford (NV-04) today called for President Trump to fire Secretary of the Department of Homeland Security (DHS), Ms. Kristi Noem, and announced that he has signed articles of impeachment against her.

“Since her confirmation, Secretary Noem has turned the Department of Homeland Security into a symbol of unchecked power and cruelty,” said Rep. Horsford. “Under her leadership, Immigration and Customs Enforcement (ICE) has been transformed into a secret police force that operates with impunity – terrorizing communities and trampling constitutional rights across the country. Whether through incompetence or complicity, Secretary Noem has allowed lawless abuses to flourish and, as we have seen this past month in Minneapolis, the consequences have been deadly.”

“President Trump became a household name with the catchphrase, “You’re Fired;” it is time he says it to Secretary Noem,” Rep. Horsford continued. “Failing to act now makes him further complicit in her incompetence and malfeasance.”

Rep. Horsford added, “I have also signed onto articles of impeachment, which the House of Representatives must advance should the President continue to act against the public interest. Secretary Noem has not only shielded a culture of brutality and obstruction from oversight but has also violated the public trust by misusing taxpayer funds for self‑promotion and political patronage. I fully support a transparent investigation into the abuses committed on her watch, including those raised by the House Homeland Security Committee.”

The U.S. Constitution grants the House of Representatives the sole power of impeachment. H. Res. 996, Impeaching Kristi Lynn Arnold Noem, Secretary of Homeland Security, for high crimes and misdemeanors, includes three articles of impeachment:

  • Obstruction of Congress: Secretary Noem violated her constitutional oath by refusing to comply with federal law prohibiting the Department of Homeland Security from blocking Members of Congress from entering DHS facilities used to detain undocumented immigrants.
  • Violation of Public Trust: Secretary Noem has repeatedly violated the Immigration and Nationality Act, as well as the First and Fourth Amendments of the United States Constitution. She has also undermined due process by directing ICE to conduct warrantless arrests and to use excessive force against U.S. citizens and lawfully present individuals. 
  • Self-Dealing: Secretary Noem misused her position for personal gain by improperly directing more than $200 million in taxpayer funds toward an ICE recruitment advertising campaign. She bypassed standard competitive bidding procedures to award a contract to Strategy Group, a firm formed just days before the award and run by the husband of a senior DHS official and personal associate of Secretary Noem.

Horsford To Vote Against ICE Funding Bill: Pledges to Protect Public Safety for All Nevadans

WASHINGTON D.C. – Congressman Steven Horsford (NV-04) today announced that he will vote against the Department of Homeland Security Appropriations Act, 2026, citing serious concerns about the Trump-Vance Administration’s ongoing mass deportation policies and the resulting pattern of violence. The proposal would dramatically expand Immigration and Customs Enforcement (ICE) footprint, increase new agent hires, and pour billions of dollars into detention capacity, vehicles, bonuses, and enforcement infrastructure. This expansion would effectively double ICE’s size without adequate safeguards or accountability.

“As the Representative of Nevada’s Fourth Congressional District, I have the responsibility to protect national security and the safety of my community that I love and serve,” said Rep. Horsford. “But national security without oversight or abidance to the rule of law and our civil liberties is not real security. You cannot justify massive funding increases without accountability for how that power is exercised. Agencies like ICE and Customs and Border Protection (CBP) have historically played an important role in our immigration ecosystem, yet most recently these agencies are putting our neighbor at risk and undermining public trust in law enforcement. Since the start of the Trump-Vance Administration, their actions have increasingly eroded the public trust and safety they claim to uphold. The American people deserve security and justice.”

Rep. Horsford continued: “Masked agents operating without transparency are terrorizing communities throughout the country, escalating confrontations, and putting innocent people at risk. These tactics do not make us safer; they breed fear, chaos, and mistrust in government at every level. No one should live in fear of crossing the street, dropping their children off at school, going to the doctor, or living their daily lives.”

While Congressman Horsford supports the dedicated and hard work of the public servants at the Transportation Security Administration, the Federal Emergency Management Agency, and other agencies throughout the Department, this bill enables a system with too little oversight and too much unchecked power.

“That is why I cannot, in good conscience, support this funding bill. True national security requires accountability – and until these guardrails are put in place – I cannot in good conscious vote yes.” Rep. Horsford added.

Despite the massive expansion of enforcement authority, Republicans refused to include common-sense safeguards, including:

  • Requiring ICE agents to obtain judicial warrants before making arrests
  • Mandating the use of body-worn cameras during enforcement operations
  • Prohibiting masks or face coverings during routine enforcement
  • Establishing clear, enforceable use-of-force standards
  • Explicitly banning the detention or deportation of U.S. citizens

Congressman Horsford has consistently called for accountability and oversight of immigration enforcement, including:

  • Speaking out after fears of ICE activity led to the closure of the Broadacres Swap Meet in his district. Watch the video here.

The Atlantic: Democratic Bosses Are Launching a Remake of the 2028 Calendar. “Nevada is what America is,” Artie Blanco, one of the state’s two members on the committee, told me, before listing off stats about the state’s ethnic diversity, low number of college graduates, and powerful unions, not to mention its razor-thin margins in recent elections.

Las Vegas Review Journal: Nevada Democrats want state to vote first in 2028 presidential primaries. “Nevada is the most working-class and most diverse battleground state in the nation. We have a majority-minority population, and we have the highest concentration of non-college educated voters of all battlegrounds,” she said. “We are also home to urban, suburban, and rural communities, making us geographically diverse. Nevada looks like America and best represents the coalition we need to win in 2028.” The party said its effort to move up in the calendar has received support from Nevada’s Democratic congressional delegation and the state’s largest unions.

News 4: Nevada Democrats push to host first 2028 primary, highlighting battleground advantages. Nevada Democrats argue the state’s majority-minority population, large working-class electorate, and status as a competitive battleground make it a strong testing ground for Democratic presidential candidates. Aaron Ford Unveils First Plank of ‘Affordable Nevada’ Agenda: Housing

Last week, Attorney General Aaron Ford unveiled the first plank of his ‘Affordable Nevada’ agenda: housing. He was joined by Nevadans who have been negatively impacted by Lombardo’s housing crisis.

Ford’s housing agenda focuses on lowering costs by: limiting Wall Street from buying up single family homes, lowering the existing cap on security deposits to one month’s rent, banning all junk fees and requiring full price transparency, cracking down on corporate landlords price-fixing rents, and expanding rental and down payment assistance programs.

Ford’s ‘Affordable Nevada’ agenda was derived from conversations he had on his statewide ‘Working Class First’ tour and is laser-focused on lowering housing costs with additional proposals on health care, energy, and more.

Nevada Independent: Ford intros housing plan with rental aid programs, crackdown on corporate homebuying[1/15/26]

Key points:

Nevada Attorney General Aaron Ford has unveiled his gubernatorial campaign’s housing plan, calling for a crackdown on corporate homebuying and new tenant assistance initiatives.

The plan released Thursday, which has not been previously reported, covers everything from freeing up federal land for affordable housing development to placing a cap on security deposit costs. It also pledges to cut down on red tape to expedite housing development, develop unused land in Las Vegas and pass legislation vetoed by Republican Gov. Joe Lombardo, such as a ban on home price fixing and the corporate homebuying crackdown.

The plan — the first of Ford’s policies to address affordability in Nevada — comes at a difficult time for homebuying in the Silver State. Las Vegas home sales in 2025 were the lowest in nearly two decades, and a report from last year found that more than half of Nevada renters and nearly a quarter of homeowners are cost-burdened, defined as at least 35 percent of gross monthly income spent on housing costs.

A key part of Ford’s plan to lower housing costs — the crackdown on corporate homebuying — almost passed in dramatic fashion late last year.

Most recently, President Donald Trump announced (with minimal specifics) plans to ban large investors from buying homes — an idea that Ford supported. Lombardo, who vetoed a bill in 2023 on the issue, said he was looking more into the issue and had convened an “interim stakeholder working group” without providing more details.

One new proposal in Ford’s plan is to cap security deposits to the equivalent of one month’s rent. Nevada law currently allows landlords to charge up to three times the price of a month’s rent for a deposit — a rule that his plan says “is untenable for working families.

”He also called for more rental and down payment assistance. His office reached a settlement with the property management software group RealPage last year that includes $200,000 for these initiatives.

And his plan calls for reforms to the rental fee system by banning “extraneous ‘junk fees’ not tied to real, measurable costs.”

Nevada Attorney General Aaron Ford unveiled his plan Thursday night to tackle Nevada’s ongoing housing crisis if elected governor, focusing on easing life for renters while speeding up and expanding development.

The Democrat’s campaign broke down his affordability agenda into four parts: protecting homebuyers and renters, building more housing, accessing federal land and beating back President Donald Trump’s tariff regime.

In front of dozens of supporters at North Las Vegas’s Pearson Community Center, Ford relayed the stories he heard on his recent tour across the state. People at each of the 17 stops said the same thing, according to Ford: “Things are just too expensive.”

He highlighted a single mom in Elko “having to choose between paying her mortgage and buying groceries,” a “college student in Reno who is selling his plasma to pay rent” and two pairs of grandparents having their children and grandchildren live with them because of housing costs.

Addressing those concerns on the campaign trail, Ford told the crowd that he would cap security deposits at one month of rent, replacing the three-month cap now in place. In a similar vein, Ford proposed a ban on renters’ “junk fees” while expanding rental assistance.

The attorney general also committed to signing an executive order on his first day in office directing state agencies “to find ways to lower costs.” Affordability would be Ford’s and the entire state government’s focus under his leadership, he said.

In what’s become common for the Ford campaign, the attorney general took aim at the governor’s veto record. In 2023, Lombardo killed a proposal to limit corporate homeownership and pushed the Legislature to vote against a similar measure last year.

“Under Lombardo’s watch, the largest homeowner in our state is a New York hedge fund … Joe Lombardo will always prioritize his special interest donors over hard-working Nevadans,” Ford said. “Even Trump agrees with me.”

“We’re going to build more housing while lowering costs in this state, and we’re going to do it with union labor at the center of it,” Ford said. “This is going to be a whole-of-government approach under my administration.”

We Find Ourselves In A Police State

If you are active online, you have likely seen various videos of the aggressive federal police action in Minneapolis and other cities. I am shocked and in awe of the speed at which we find ourselves in this surveillance state with unaccountable masked thugs violating constitutional rights and roughing up our fellow citizens, but that is the point. The shock and awe ethos is designed to intimidate, blame and tame the American people.

The Lincoln Project dropped a video overnight which encapsulates what is going on. You might want to watch it, although some images could be disturbing. What I also like is an explanation of the surveillance we are all under, why and how it has happened and what we can do about it.

If you are not familiar with The Lincoln Project, it is a Political Action Committee founded in 2019 by a group of moderate conservatives and former Republican Party members who oppose Donald Trump, otherwise known as Never Trumpers. It is hard hitting in its approach.

Horsford Leads Letter Urging DHS to Revise Proposed Travel Rule That Could Harm Nevada’s Tourism Industry

WASHINGTON, D.C. – Congressman Steven Horsford (NV-04) today led a letter to the Department of Homeland Security and Customs and Border Protection opposing a proposed rule that would require foreign travelers to disclose up to five years of social media history prior to traveling to the United States. The letter was signed by Senators Catherine Cortez Masto (D-NV) and Jacky Rosen (D-NV) as well as Reps. Dina Titus (NV-01) and Susie Lee (NV-03).

The Notice of Proposed Rulemaking, published on December 20, 2025, would amend the Arrival and Departure Record (Form I-94) and the Electronic System for Travel Authorization (ESTA). In practice, travelers from the 42 countries currently exempt from visas for tourism or business visits would also have to provide emails used over the past 10 years, as well as phone numbers and home addresses of immediate family members.

“Las Vegas is still recovering from the economic damage caused by Trump’s tariffs, which have hit our economy hard,” said Congressman Steven Horsford. “Security matters but piling on new and unnecessary barriers for foreign tourists would be devastating for Nevada’s recovery driving visitors away, weakening our tourism industry, and putting even more strain on an economy that working families depend on.”

“Travel and tourism are the lifeblood of southern Nevada’s economy. This Administration’s reckless tariffs and foreign policies have already taken a wrecking ball to our local economy — making it more difficult for international travelers to visit Las Vegas would only worsen our economic woes,” said Congresswoman Susie Lee. “That’s why I’m joining my colleagues to ask the Department of Homeland Security to revise this new guidance to ensure it is narrowly tailored to meet our national security needs without further discouraging tourism to our state.”

“Nevada’s tourism industry has already taken a severe hit from the Trump Administration’s reckless policies,” said Senator Cortez Masto. “Requiring visitors to submit years of personal social media information before they’re allowed to enter the country is overly burdensome and creates unnecessary concern and anxiety for travelers we want to be welcoming to the U.S. This policy will have serious consequences for the Silver State’s economy, and I’m focused on reversing the negative impacts of this Administration on our workers and businesses.”

International travelers account for 12 percent of Nevada visitors but 26 percent of total visitor spending. Major events like the Formula 1 Las Vegas Grand Prix and the National Finals Rodeo rely heavily on international tourism, supporting working-class jobs statewide. Nationwide, international tourism has declined 23 percent, resulting in an estimated $4 billion loss to the U.S. economy this year

Horsford Statement on Venezuela Strike

LAS VEGAS, NV – Congressman Steven Horsford (NV-04) today released the following statement about the Trump Administration’s unauthorized military strike overnight against Venezuela which deposed its leader, entangled the United States in nation-building once again, and appeared to be driven largely by access to Venezuela’s oil resources.

“Nevadans struggling through the Trump Slump get no relief from another reckless attempt at nation-building abroad,” Rep. Horsford said. “President Trump is occupying Venezuela for corporate oil profits while the American people are clamoring for affordability relief here at home.

“Only Congress can approve military force in an act of war – that’s why I led an effort calling for Congressional notification for ANY military action,” Rep. Horsford continued. “Oversight, transparency, and accountability are not just ‘nice-to-haves’ – they’re what the American people expect, what our service members in harm’s way deserve, and what our Constitution requires.  

“The Trump administration broke our laws and endangered our troops for a strike that was not legitimately authorized, and that has no articulated or feasible plan for transition or stabilization going forward,” Rep. Horsford added. “Claiming the United States will ‘run’ Venezuela raises even more questions that demand an immediate briefing to Congress.”
